Through planning and stakeholder partnerships, we stand by your side from the moment disaster hits until you and your community are back on your feet.

Support Services

Housing Support

LOCD-DR works with partner agencies like the Louisiana Housing Corporation to administer home and rental affordability programs.


Partner Resources

  • Louisiana Housing Corporation: LHC provides a variety of resources for potential first-time homebuyers and renters and administers federal and state funds through programs designed to advance the development of energy efficient and affordable housing for low and moderate-income families.
  • USDA Single Family Housing Direct Home Loans in Louisiana: This program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Learn more.
  • Louisiana Balance of Continuum of Care: LA BOSCOC is a self-governing coalition of organizations and people dedicated to ending homelessness in Louisiana. Click here to find your local coordinated access point.

Business Support

LOCD-DR administers CDBG-DR funding to help local businesses rebuild and recover after a disaster. The agency administers the Restore Louisiana Small Business Loan Program. This program’s application period is open through Dec. 31, 2024, for businesses affected by Hurricanes Laura and Delta (2020).

Restore Louisiana Small Business Loan Program:

The Small Business Loan Program is a lending program to assist disaster-impacted small businesses with non-construction expenses. The purpose of this program is to aid in the recovery of small businesses located in eligible areas that were affected by Hurricanes Laura, Delta, Ida and/or the May 2021 Severe Storms. Learn more.

U.S. Small Business Administration: 

SBA provides low-interest disaster loans to help businesses and homeowners recover from declared disasters. Learn More.


Louisiana Small Business Development Center: 

LSBDC provides a range of services to businesses impacted by natural disasters. LSBDC’s consultants can help connect you with programs, answer questions and help you apply for financial assistance. Learn More.

There are many ways to secure support for your community’s recovery efforts after a disaster, including taking steps to execute a community-wide planning effort to identify long-term measures that will minimize impact of future disasters. Implementing resilience and mitigation practices now can lead to a safer and stronger community when disaster strikes.

American Red Cross:

The Red Cross provides resources and emergency supplies in the immediate aftermath of a disaster.


Catholic Charities:

Catholic Charities can provide critical and immediate humanitarian support and long-term aid to rebuild lives and restore hope in communities devastated by natural and human-made disasters. There are several regional Catholic Charities organizations in your area, including: 


DisasterAssistance.Gov

The Disaster Assistance Improvement Program provides disaster survivors with information, support, services and a means to access and apply for disaster assistance. 


Governor’s Office of Homeland Security & Emergency Preparedness

GOHSEP coordinates the state’s efforts throughout the emergency management cycle to prepare for, prevent where possible, respond to, recover from and mitigate to lessen the effects of man-made or natural disasters. 


Disaster Supplemental Nutrition Assistance Program (DSNAP)

The Louisiana Dept. of Children and Family services offers benefits to eligible residents in impacted areas. 


AmeriCorps

The AmeriCorps Disaster Services Unit provides national service roles and functions in the disaster cycle, accessing national service support, volunteer and donations management, disaster response and recovery planning, disaster partnership building and training support.


SBP

SBP is dedicated to helping communities lessen the time between disaster and recovery by rebuilding homes, increasing preparedness and resilience, and improving systems to better serve the needs of impacted residents.

SBA can provide financial assistance to homeowners and renters after a disaster.


Louisiana Statewide Network

Contact the 211 Louisiana Statewide Network by call or text. The network is available 24 hours a day, seven days a week to listen to your needs and connect you with nearby resources. 211 services are confidential and free and help people with a variety of needs, including:

  • Health and human services: Physical and mental health resources, suicide and crisis interventions, caregiver resources
  • Housing and homelessness: Rental assistance and shelters
  • Utilities: Assistance with utility bills
  • Food: Food banks
  • Jobs: Assistance with employment
  • Language: Assistance with language barriers


United Way and Red Cross

These agencies provide a variety of resources for homeowners after a disaster. Find your local United Way.
