In 2020, Louisiana was hit by five named storms–including Hurricanes Laura and Delta–breaking the state record for the most strikes in a single season. Shortly thereafter in 2021, storms hit Louisiana throughout the entire year with Hurricane Ida striking the state as a Category 4 hurricane, dumping large amounts of rain, bringing 150-mph winds and producing extremely high tides.
The federal government has allocated more than $3.1 billion in federal Community Development Block Grant-Disaster Recovery funds to Louisiana for recovery efforts from the 2020-2021 disasters as part of the Disaster Relief Supplemental Appropriations Act of 2022 and the Continuing Appropriations and Ukraine Supplemental Appropriations Act of 2023.

Administered Programs
To address unmet needs of Louisiana residents, businesses and communities impacted by the 2020-2021 disaster events, LOCD-DR has established programs supporting housing, infrastructure and economic development recovery efforts.
The allocations below are included in Substantial Action Plan Amendment No. 6, which as of May 1, 2025, is pending HUD approval.
Housing
This program provides grant funding to homeowners affected by 2020-21 Storms for home repairs, reconstruction and/or reimbursement for repairs already completed.
FMA-SWIFT (Non-Federal Share Match) Program ($152.79M)
This program funds flood hazard mitigation in MID areas by covering non-federal match requirements, supporting individual flood mitigation projects for NFIP-insured SRL, RL, and substantially damaged structures.
Housing Programs Administered by Louisiana Housing Corporation
Resilient Mixed-Income Gap Funding Program (PRIME) ($578.32M)
This program provides funding for the construction of quality, affordable multifamily rental developments for vulnerable populations, targeting low- to moderate-income households along with individuals at risk of homelessness.
This program provides gap financing to support the rehab and/or construction of multi-family buildings in impacted parishes that serve a range of household incomes, with the goal of achieving below-market rent affordability for LMI households.
This program provides assistance to an applicant who will develop in-fill residential rental housing in declared disaster areas affected by the 2020-2021 disaster events (Hurricanes Laura, Delta, Ida and/or May 2021 floods), as specified by the U.S. Department of Housing and Urban Development.
Interim Housing Assistance Program ($32.5M)
This program provides interim mortgage assistance or rental assistance for up to 20 months.
Permanent Supportive Housing Program ($31M)
This program results in long-term improved outcomes for people whose disabilities would otherwise severely compromise their housing and economic security.
Homeless and Housing Stability Development Program ($26M)
This program provides financial support for the rehabilitation and/or construction of multi-family buildings in impacted areas to aid households at risk of homelessness or housing instability.
Rapid Rehousing Program ($25M)
This program provides rental assistance and supportive services to households displaced by Hurricanes Laura, Delta, Ida and/or the May 2021 Severe Storms at risk of becoming homeless.
Soft Second Mortgage Program ($15M)
This program provides homeownership assistance to first time low- and moderate-income homebuyers by providing soft second mortgages and closing cost assistance to acquire site-built homes outside the Special Flood Hazard Area.
Flood Insurance Program ($4.75M)
This program covers the costs of flood insurance premiums for one year for eligible low-to-moderate income homeowners participating in the Restore Louisiana Homeowner Assistance Program.
Economic Development and Infrastructure
This program addresses unmet needs in the area of infrastructure across impacted areas in order to expand upon and improve resilient community planning. The goal of this program is to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on federal funding in future disasters.
This program provides non-federal match funding for FEMA Public Assistance grants to offset the burden of local match requirements for infrastructure repair and rebuilding projects.
This program is a lending program to assist disaster-impacted small businesses with non-construction expenses. The purpose of this program is to aid in the recovery of small businesses located in eligible areas that were affected by Hurricanes Laura, Delta, Ida and/or the May 2021 Severe Storms.
HMGP Global Match Program ($77.33M)
This program provides funds to implement hazard mitigation measures following a presidentially declared disaster.
Local and Regional Watershed Projects and Programs ($20M)
This program will implement identified projects with demonstrable and quantifiable mitigation outcomes with the eligible impacted areas within the states watershed Region 8. Program efforts contribute to the larger effort of the Louisiana Watershed Initiative.
