In 2020, Louisiana was hit by five named storms–including Hurricanes Laura and Delta–breaking the state record for the most strikes in a single season. Shortly thereafter in 2021, storms hit Louisiana throughout the entire year with Hurricane Ida striking the state as a Category 4 hurricane, dumping large amounts of rain, bringing 150-mph winds and producing extremely high tides.

The federal government has allocated more than $3.1 billion in federal Community Development Block Grant-Disaster Recovery funds to Louisiana for recovery efforts from the 2020-2021 disasters as part of the Disaster Relief Supplemental Appropriations Act of 2022 and the Continuing Appropriations and Ukraine Supplemental Appropriations Act of 2023.

Louisiana received the funds in three separate allocations:

$1.05 billion for Hurricanes Laura and Delta
$2.1 billion for Hurricane Ida and the May 2021 Storms
Total Funding: $3.1 billion

Administered Programs

To address unmet needs of Louisiana residents, businesses and communities impacted by the 2020-2021 disaster events, LOCD has established programs supporting housing, infrastructure and economic development recovery efforts.

Housing

This program provides grant funding to homeowners affected by 2020-21 disaster events for home repairs, reconstruction and/or reimbursement for repairs already completed.

  • Interim Housing Assistance Program

    This program provides interim mortgage assistance or rental assistance for up to 20 months for eligible homeowners participating in the Restore Louisiana Homeowner Assistance Program.

  • Flood Insurance Program

    This program covers the costs of flood insurance premiums for one year for eligible low-to-moderate income homeowners participating in the Restore Louisiana Homeowner Assistance Program.

This program funds flood hazard mitigation in Most Impacted and Distressed areas by covering non-federal match requirements, supporting individual flood mitigation projects for NFIP-insured Severe Repetitive Loss, Repetitive Loss and substantially damaged structures.


Permanent Supportive Housing Program

This program combines permanent subsidized rental housing with flexible, individualized housing supports for people with disabilities. The program aims to create long-term improved outcomes for people whose disabilities would otherwise compromise their housing and economic security. Visit the Louisiana Department of Health (LDH) website to learn more about how this program is administered.

 

Housing Programs Administered by Louisiana Housing Corporation

This program provides funding for the construction of quality, affordable multifamily rental developments for vulnerable populations, targeting low- to moderate-income households along with individuals at risk of homelessness.
 

This program provides gap financing to support the rehab and/or construction of multi-family buildings in impacted parishes that serve a range of household incomes, with the goal of achieving below-market rent affordability for LMI households.

This program provides assistance to an applicant who will develop in-fill residential rental housing in declared disaster areas affected by the 2020-2021 disaster events, as specified by the U.S. Department of Housing and Urban Development.

This program provides financial support for the rehabilitation and/or construction of multi-family buildings in impacted areas to aid households at risk of homelessness or housing instability.

This program provides rental assistance and supportive services to households displaced by the 2020-21 disaster events at risk of becoming homeless.

This program provides homeownership assistance to first time low- and moderate-income homebuyers by providing soft second mortgages and closing cost assistance to acquire site-built homes outside the Special Flood Hazard Area.

Economic Development and Infrastructure

This program addresses unmet needs in the area of infrastructure across impacted areas in order to expand upon and improve resilient community planning. The goal of this program is to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on federal funding in future disasters.

This program provides non-federal match funding for FEMA Public Assistance grants to offset the burden of local match requirements for infrastructure repair and rebuilding projects.

This program is a lending program to assist disaster-impacted small businesses with non-construction expenses. The purpose of this program is to aid in the recovery of small businesses located in eligible areas that were affected by 2020-21 disaster events.


HMGP Global Match Program

This program provides funds to implement hazard mitigation measures following a presidentially declared disaster.
