Citizen Participation
LOCD-DR follows federal guidance to make sure communities have a voice in disaster recovery, with a focus on vulnerable and underserved groups, including low- and moderate-income residents and those in areas most affected by disaster.
Citizen Participation Plans include:
• Access to local meetings, information and records about how funds will be used
• Opportunities to attend hearings, ask questions and share feedback
• Outreach to encourage participation from vulnerable and underserved groups
• Technical assistance when requested
• Support for residents who do not speak English
• A clear process to submit and resolve complaints
The state’s Hurricane Francine Action Plan and its Citizen Participation Plan follow HUD’s Universal Notice (90 FR 1754). All future Citizen Participation Plans will be covered by the Universal Notice—unless HUD issues waivers or alternative requirements.

Community Engagement Toolkit
The U.S. Department of Housing and Urban Development's Community Engagement Toolkit aids CDBG-DR subrecipients in implementing equitable practices through an enhanced citizen participation process for administered disaster recovery programs. The primary goal of citizen participation is to provide residents—especially low- and moderate-income residents of the community where grant-funded activities will take place—with the opportunity to actively participate in the planning, implementation and assessment of the programs and projects.
