Hurricane Francine

In September 2024, Hurricane Francine made landfall just south of Morgan City in Terrebonne Parish as a Category 2 hurricane. The storm brought sustained winds of 100 mph, a storm surge exceeding four feet and prolonged heavy rainfall, causing widespread flooding in impacted areas throughout the state.

Congress appropriated $117.9 million in federal Community Development Block Grant-Disaster Recovery funds to Louisiana for recovery efforts from Hurricane Francine as part of the Disaster Relief Supplemental Appropriations Act, 2025.

Status of Funding Availability

As of May 2025

In January 2025, the U.S. Dept. of Housing and Urban Development announced the allocation of $117.9 million in CDBG-DR funds for the state of Louisiana, dedicated to recovery efforts from Hurricane Francine.  

Before LOCD-DR can receive and disburse the allocated funding, HUD must approve the state’s proposed action plan, which was submitted in early April following a 30-day public comment period. Once approved, LOCD-DR can access funds and begin to administer the recovery programs in designated impacted parishes, including Ascension, Assumption, Jefferson, Lafourche, St. Charles, St. James, St. John, St. Mary and Terrebonne.

Ahead of the full program launch once funds become available in the coming weeks, the state has invited potentially eligible homeowners to complete the initial program survey.

To maximize support for communities, LOCD-DR has allocated Hurricane Francine CDBG-DR funds to help homeowners rebuild and recover.

Housing

Restore Louisiana Homeowner Assistance Program

The Restore Louisiana Homeowner Assistance Program addresses the repair or replacement of owner-occupied households with a focus on serving the most vulnerable populations.

The state opened the program survey on May 1, 2025, for homeowners who applied for FEMA Individual Assistance and received a damage determination of major/severe. The survey is the critical first step in the application process.

To be eligible for program assistance, homeowners must meet the following requirements:

  • Owned and occupied home at time of disaster event and still maintain ownership through program final project inspection
  • Damaged address was the applicant’s primary residence at the time of disaster event
  • Must have applied for FEMA Individual Assistance following the disaster, and FEMA’s damage assessment must indicate that the damage to home is major/severe. FEMA major/severe damage includes one of the following:
    • FEMA inspected residential damage of $8,000 or greater
    • At least one foot of flooding on the first floor
    • FEMA inspected personal property damage of $3,500 or greater
  • Home must be an eligible structure type as described in the program guidelines, including single family homes, owner-occupied duplexes, mobile homes and condominiums
  • Located in one of nine disaster declared parishes

Homeowners who meet basic qualifying criteria are encouraged to complete a survey today to begin the process toward receiving assistance.
